Combine 1¼ cups all-purpose flour, ½ teaspoon baking soda and ½ teaspoon salt in a small bowl. Spoon into a 1-quart, widemouthed canning jar. Layer ½ cup firmly packed C&H® brown sugar, followed by 1/3 cup C&H® granulated sugar, making sure to pack down each layer firmly and clean inside of the jar with a dry paper towel after each layer. Place a layer of parchment paper before adding chocolate eggs to the top layer or wrap chocolate eggs in plastic wrap before adding to jar to keep them separate. Seal jar and decorate lid as desired.

To Make Cookies:
- Preheat oven to 375°.
- In a large mixing bowl, cream together 2/3 cup softened butter or margarine, 1 egg, 1 teaspoon water and 1/2 teaspoon vanilla until light and fluffy.
- Remove chocolate eggs from the jar, set aside. Add remaining contents to wet ingredients, mix well. Drop cookie dough by rounded tablespoonfuls onto ungreased cookie sheet. Top each cookie with 2 to 3 mini chocolate eggs.
- Bake 8 to 10 minutes or until lightly browned
